People everywhere normally seek to satisfy their desires. This is true of men and women in all cultures. If a person cannot achieve satisfaction and fulfillment in the place where he lives, he will seek opportunities elsewhere. But if a person does not have the capacity to travel or to fulfill his desires, he will make decisions that will affect his ambitions. Some people will give up their physical aspect of dignity in order to fulfill their personal ambitions or for their loved ones. Prostitution is the business or practice of providing sexual services to another person in return for payment. The person who receives payment for sexual services is called prostitute or sex worker. Prostitution is one of the branches of the sexual industry.

As of January 22, 2013 the Philippine Daily Inquirer issued an article about the upcoming work of DSWD to decriminalize prostitution. The article said that “The Department of Social Welfare and Development (DSWD) have endorsed a bill that is pending in committee in the House of Representatives which would decriminalize prostitution to punish those who control and profit from the flesh trade. The Anti-Prostitution Bill pending in the House committee on justice chaired by Iloilo Representative Niel Tupas seeks to repeal the clauses under Articles 202 and 341 of Revised Penal Code which punish “women who, for money, engage in sexual intercourse, or lascivious conduct.” In a letter addressed to Tupas, Social Welfare Secretary Corazon “Dinky” Soliman said that the bill was one of the agency’s priority pieces of legislation.
